With reference to your despatch No.126
of 26th. April, I have the honour to inform you
that I agree with you that the post of Principal
Civil Medical Officer should be retained.
2.
I agree with Sir F.Lugard that since the
P.C.1.0. has been relieved of the charge of the
Sanitary Department, the appointment, having regard
to the smallness of the Medical Department and the
small area of the Colony, entailing as it does
little travelling for purposes of inspection, is somewhat overpaid. But I think it is better to let the present emoluments of the office stand and to endeavour to attract to the post a thoroughly competent physician with proved experience in organisation, than to reduce the emoluments with
the risk of making a false economy.
I have therefore to recommend that the salary remain at £800 £1000, with reduction for quarters
at the rate of $90 a month.
3. There are two local candidates for the post whose applications have been sent to you. of these Dr.F.W.Clark 1.0.H. is senior by one year's service, I have a high opinion of Dr. Clark's ability and power of organisation. But he has had little practical experience in
